new memberships now require an introductory email

Well, we just got spammed again, had someone looking for a
keygen & someone else looking to rip off Elm.

To protect list members from being bothered with this junk, all
prospective members will now have to send me an introductory email.
It'll take a lot longer to join and those who don't read the
instructions will sit forever in the Pending queue, but I've had
enough.

Anyone want to volunteer to take over as moderator???
