Alex Peper's Vehicle Explorer (http://www.obd-2.com) would work through
the interface on Jeff's page if would put DTR and RTS in the correct
state. But I don't know if he'd be willing to do that, and his
software requires an Activation Code in any case. However, he does
sell a complete OBD-2 package, software and his own ISO-Only interface
adapter for a very reasonable price ($122) Check it out.

Alex also sells a chip (I suspect it's a PIC) that has all the low-level
protocols in it, you just talk to it at 19.2K.

However, doing the 5.0 Baud and 10.4 Kbaud directly from a PC is not
that hard. Alex does it in Delphi in Vehicle Explorer. John Grable did
it in VB in VWTool and OBDTool. I do it in VC++ in VAG-COM.

I've heard rumors that there's some Open-Source OBD-II stuff for Linux,
but I a quick search hasn't turned up anything..
