Hi
It is 2 kind of consumption calculation.
1.) momentan
2.) cumulative
you must have 2 info
1.) fuel flow count
2.) speed info
you calculate litre / delta t to have the momentan consumption (
delta t is sampling time of speed and flow info ) .simply you make delta
fuel flow / delta time
if you integrate in software the formel for a limited time , you have
the cumulative consumption

Depends what vehicle you are looking at but it is there on all fords
bmw's and mercedes , it is a constantly changing calculation done by
the fuel ECU giving an output in l/100 km.It is avalible in the live
data stream and its output goes over CAN to instrument cluster and
trip computer

Most modern cars have now gone to a single line system from the
filter to the rail with pressure regulator in the filter ( cheaper?)
so no return to tank anymore.Pressure is always constant over intake
pressure (not atmospheric pressure) so only input you need if you are
going to do it that way is injector duration time , standard stuff
form datastream on OBD 11 and E-OBD
