HS-3000 , Enough or not...?

Dear all,

I'm to start some designing and making a scan-tool (mostly for ISO cars) for
reading both the fault codes and real time data, like RPM, O2 sensor,.... I need
to know the standards and protocols and I found out that all standards are
integrated into SAE book HS-3000. (I wanna do it with my laptop).

I am an electronics engineer + holding a degree in Automotive engineering
as well + have done some embedded system designs for dash instruments +
some knowledge of ECU.

Do you think that book is enough? If not what more?
What about this easy-peasy ELM323? Will it help a lot?
