S4 turbos can be made to spool up in neutral, but function would not be
linear with pedal position. With ignition on, but engine NOT running, do
you get any signals? If so, and they still change with pedal position, then
it probably is pedal position. Perhaps the new VW diagnostic system
"overrides" that signal to control throttle for diagnostics?

Fascinating. It must be a new "feature" ... It would not be boost,
because your turbo won't spool up at idle (no engine load.) It may be
throttle position. Does it work when the motor isn't running?
