2nd attempt to build interface w/ perf board

First attempt resulted in an interface that didn't work.

2nd attempt, I was much more careful in running the wires and used
the pcb layout instead of the circuit diagram and resulted in another
interface that doesn't work.

questions:

1- how likely is it that these components are static damaged from my
handling while soldering?

2- placing a gauge in my 97 A4's obd2 port vb-line and ground line
should show 12 volts? (I'm getting nothing with ignition on and/or
engine on)

looks like it time to buy a pcb?
