Most cars that use ISO-9141 for OBD-II (i.e 1996 and newer) don't use
the L-Line at all.
Many ISO interfaces support the L-Line for the older cars that require
it, for example, VW/Audi products from the early 1990's. Those cars
don't speak the OBD-II protocols, but they run their proprietary
protocols on the ISO9141 interface, and some of the control modules in
those cars do require L-line support.
