The free version of VAG-COM will do this. Check out

It's probably worth the $99 for the registered version, though.

I don't know about buying one pre-made at that price, but the
information at http://www.planetfall.com/~jeff/obdii/ would be enough
to build one--total cost for me was $25 for the PCB and all the parts
(including the cable).
