If you look at the source code tree on the freediag project on
sourceforge.net you will find my pre-alpha release of a scantool and related
comms libraries for Linux, that may be helpful to you

I have yet to do the web pages etc and officially "release" the code, but
its up there for whoever wants to play

I'am working to build a little Scan-tool.

No computer will be needed.

Will be a little unit with PIC microcontroller and LCD display.

I have all ISO documents and wait for the SAE book about On board
diagnostic.

In the electronic parts I don't have problem, but the theory is more
dificult for me... must read the SAE book and ISO documents, and make
some test before it work...

.. if somebody want participate and help me with the ISO9141 BUS and
protocol used will be apreciate.... and when the proyect work will be
free for everybody..
